v0.7 Renewal

The main thing is the FULL WEAPON REWORK (drones and boosts included aswell)

which took like 2 weeks and could have released like a year ago if we clutched it

other stuff:

• internal localization and structuring rework which doesnt affect the player experience
• tech crafting levels adjusted
  
• some unrelated balance changes to ships and modules

These last two might not even be there but my personal change log has it so I probably did it

• local pirates payment rework
• jan salo's stash reward rework
